SUMMARY:A Talk with John Howard
DESCRIPTION:Hear about the inner workings of the state government and the role of scientific evidence in policy making\, plus how researchers can be involved in decision making in NYS. \nNo need for registration! Open to the Graduate Community. \n\nOrganized by Advancing Science And Policy (ASAP) Cornell University \nfrom his website: \nOn July 19\, 2019\, John B. Howard was appointed Commissioner of the New York State Public Service Commission (Commission)\, his term runs through February 1\, 2024. Mr. Howard brings over 37 years of New York State service\, serving in various roles in the Legislature and Executive branches\, with vast experience in the energy sector to the Commission. At the New York Power Authority\, he was responsible for monitoring relevant activities at the Federal Energy Regulatory Commission (FERC)\, Department of Environmental Conservation and the Commission. He served as Executive Deputy Director at the New York State Consumer Protection Board where he oversaw the Board’s utility intervention filings to the Commission\, FERC and the Federal Communications Commission. He was also responsible for the Board’s consumer advocacy and public outreach programs. \nAs Executive Director for then Member of Assembly Paul D. Tonko\, Chair of the Assembly Energy Committee he developed and led the Chairman’s program in energy policy and legislation including low cost energy programs\, electric deregulation\, authority reform and energy taxes. Mr. Howard served as Deputy Chief of Staff to then Attorney General Andrew M. Cuomo where he developed and oversaw implementation of the Attorney General’s Community Partnership Initiative and worked on the Attorney Generals’ Wind Energy Industry initiative. \nSince 2011 he served as Director of Chamber Operations to Governor Cuomo where he was responsible for the execution of Governor Cuomo’s public appearances across the State\, requiring detailed knowledge of the Governor’s policy initiatives\, New York’s geo-politics\, including Federal\, State and local officials as well as every State agency and authority. \nOn September 23\, 2019 Commissioner Howard was appointed as member of the National Association of Regulatory Utility Commissioners’ Subcommittee on Nuclear Issues-Waste Disposal. \nCommissioner Howard received Bachelor of Science from Syracuse University’s S.I. Newhouse School of Public Communications and resides in Duanesburg\, New York.
